摘 要:创新创业教育的高质量发展与我国高校创新创业教育政策之间存在着紧密的逻辑关联。从渐进决策理论的视角来看,我国高校创新创业教育政策先后经历了酝酿萌芽期、成长聚焦期、融合发展期、提质增效期和体系建构期五段历史分期。我国高校创新创业教育政策亟须健全多元共治制度,增强政策协同性;建构评估机制,确保政策的与时俱进;强化差异化的内容建设,提升政策运行的可操作性;延展管理链条,完善政策监督机制。There is a close logical connection between the high-quality development of innovation and entrepreneurship education and the policies of innovation and entrepreneurship education in colleges and universities. From the perspective of progressive decision theory, innovation and entrepreneurship education policies in colleges and universities in China have experienced five historical stages: the embryonic period, the growth focus period, the integrated development period, the overall improvement period, and the system construction period. The innovation and entrepreneurship education policies in colleges and universities in China need to improve the diversified co-governance system and enhance policy synergy, to construct an evaluation mechanism to ensure the policies′ nature of advancing with the times, to strengthen the differentiated policy content and improve the effectiveness of policy operations, and to extend the management chain and perfect the policy supervision mechanism.
