摘　　要：全过程人民民主是新时代我国民主理论与实践的重大创新,开辟了人类政治文明发展新境界。就其时代价值而言,不仅深化了对我国民主本质及其实现形式的认识,概括出我国民主政治实践形态的基本特征,揭示了中国式民主不同于西方民主的显著特性,而且还将抽象的人民民主理念和价值具化为经验的、具体的民主实践,展现出中国式民主话语日益成熟的“自塑”式表达能力。就其运行基础而言,人民当家作主的民主理念是全过程人民民主的价值基础;人民当家作主制度体系以及国家治理体系和治理能力现代化过程中必然包含的民主体制机制,是全过程人民民主的制度基础;广大人民群众对国家政治和社会生活广泛有序真实的参与,是全过程人民民主的实践基础。就其产生与发展而言,中国共产党的领导是根本保证。党的领导与发展全过程人民民主是一个内在统一、互促共进的过程。The whole-process people’s democracy is a great innovation of our democratic theory and practice in the new era, which has opened up a new realm of human political civilization development. As far as the value of the time is concerned, it has not only deepened the understanding of the essence and realization form of Chinese democracy, summarized the basic characteristics of the practice form of Chinese democratic politics, revealed the remarkable characteristics of Chinese democracy, which is different from Western democracy, but also translated the abstract ideas and values of people’s democracy into empirical and concrete democratic practice.It shows the increasingly mature "self-molded" expression ability of Chinese democratic discourse.Concerning the basis of its operation, the democratic idea that the people are the masters of the country is the value foundation of the whole-process people’s democracy. The democratic institutions and mechanisms that have been included in the system of the people being masters of the country and in the process of the modernization of the country’s governance system and capacity are the institutional foundation of the whole-process people’s democracy. The extensive, orderly and real participation of the broad masses of the people in the country’s political and social life forms the basis for the practice of the whole-process people’s democracy. As far as its generation and development are concerned, the leadership of the Communist Party of China is inseparably the fundamental guarantee. The whole process of the Party’s leadership and the development of the whole-process people’s democracy is one of internal unity, mutual promotion and common progress.
