共同富裕:全过程人民民主的坚实基础

摘　　要：全过程人民民主之所以能够超越西方的民主,就在于其“全链条、全方位、全覆盖”的制度形态。追求共同富裕的实践,为全过程人民民主提供了坚实的物质基础、实践空间、治理场域和有效工具。纵观古今,民主的形态和质量与社会的共同富裕程度高度相关。偏离共同富裕会导致民主“全链条”脱实向虚、民主过程“全方位”对抗以及民主沦为“全覆盖”转移矛盾的工具。进一步夯实全过程人民民主的基础需要扎实推进共同富裕:始终围绕人民群众对美好生活的向往而奋斗,将全过程人民民主落实到民生全过程之中;坚决防止两极分化并构建“橄榄型”分配结构,保障全过程人民民主全方位有序运转;实现物质生活和精神生活共同富裕全覆盖,防止不良价值倾向的干扰。The reason why whole-process people’s democracy can surpass western democracy is its “full chain, all-round, full-coverage” institutional form. Pursuing common prosperity provides the material basis, problem field, practice space and effective tools to the whole-process people’s democracy. Throughout history, democracy and prosperity are associated, and the form and quality of democracy are determined by the degree of “common prosperity”. Deviation from common prosperity will lead to the deviating of the “full chain” of democracy from the real to the virtual, the “all-round” confrontation of the democratic process, and the use of democracy as a tool for “full coverage” to transfer contradictions. To further consolidate the foundation of whole-process people’s democracy, we need to solidly promote common prosperity: always strive for the people’s yearning for a better life, and bring people’s democracy to the people’s livelihood in the whole process;resolutely prevent polarization and build an olive-shaped distribution structure to ensure that people’s democracy operates in an orderly manner;strengthen the socialist core values and spiritual life for common prosperity, and prevent the interference of bad value tendencies.
