摘　　要：在基层社会治理体系和治理能力现代化实践中,社会权力的作用和影响日渐重要。基层社会治理中的社会权力与党建引领、政府权力之间的良性互动形成的权力结构,彰显了多元化社会主体的权力与权利双重属性,北京市“接诉即办”工作模式为这种权力互动结构提供了制度性范本。“接诉即办”社会权力谱系中的“乡贤库”、物管会、镇街党建工作协调委员会、街巷长、“小巷管家”等社会治理机制创新,为研究社会权力参与基层社会治理提供了鲜活样本。社会权力的未来面向应当是制度优化、法治细化,从社会结构的最基础层面助力法治国家、法治政府、法治社会一体建设,并逐步发育成为我国基层社会治理的主要力量。In the practice of modernization of grass-roots social governance system and governance capacity,the role and influence of social power are becoming increasingly important.The power structure formed by the benign interaction between social power,Party building guidance and government power in grass-roots social governance highlights the dual attributes of power and rights of diversified social subjects.The working mode of public complaints have been processed without delay in Beijing provides an institutional model for this power interaction structure.The innovation of social governance mechanisms such as Xiangxianku,property management committee,town and street party construction coordination committee,street and lane chiefs and alley stewards in the social power pedigree of public complaints have been processed without delay provide a fresh sample for the study of social power participation in grass-roots social governance.The future orientation of social power should be to optimize the system and refine the rule of law.From the most basic level of social structure,it should help the construction of a country ruled by law,a government ruled by law and a society ruled by law,and gradually develop into the main force of grass-roots social governance in China.
