地方节能环保财政支出和财政分权的环境治理效应研究——基于29个省份空间溢出及门槛特征的实证分析

摘　　要：构建生态文明体系、促进经济社会全面绿色转型、建设人与自然和谐共生的现代化成为“十四五”时期面临的重要任务。在财政资金有限的情况下,如何提高政府环境支出的环境保护效果成为面临的重要问题。在已有研究的基础上,利用29个省份2009—2019年面板数据,构建地区节能环保支出和财政分权与地区环境治理效果之间关系的空间面板数学模型,分析了全国及东部、中部和西部地区绿色环保的空间溢出效应以及绿色环保的面板门槛特征。研究结果表明:节能环保支出对中国绿色环保并未产生直接的正向影响,而财政分权和经济发展水平对中国绿色环保产生了显著的促进作用,节能环保支出和财政分权交互影响对其他地区产生了正的空间溢出效应。Constructing an ecological civilization system, promoting the economic and social green transition in an allround way, and building a harmonious coexistence between human and nature have become an important task in the“14th Five-Year Plan”period. How to improve the environmental protection effect of government environmental expenditure is an important problem under the condition of limited financial funds. On the basis of existing research, this paper uses panel data of 29 provinces in China from 2009 to 2019 to construct a spatial panel mathematical model of the relationship between regional energy conservation and environmental protection expenditure, fiscal decentralization and regional environmental governance effect. It analyzes the spatial spillover effect and the panel threshold characteristics of green environmental protection both in the whole country and in the eastern, central and western regions. The results show that the expenditure on energy conservation and environmental protection has no direct positive effect on China’s green environmental protection while the fiscal decentralization and economic development level have a significant effect on China’s green environmental protection, and the interaction of expenditure on energy conservation and environmental protection and fiscal decentralization has a positive spatial spillover effect on other regions.
