乡村振兴中的农村非正规就业群体:基础与价值--以滇中G乡为例

摘　　要：作为乡村振兴的主体,不同农民群体在乡村振兴中发挥不同的作用。既有研究更多关注乡村振兴中的返乡农民工和中坚农民,而忽视农村非正规就业群体。受制于家庭功能需求和劳动力市场分化双重因素,这一群体基本丧失进城正规就业的机会,多嵌入本地灵活的非正规就业体系。农村多元就业、劳动力市场分化、家庭伦理责任需求以及就地务工的灵活性成为其产生的基础。农村非正规就业群体作为当前农村人数较多、较为活跃的群体,在乡村振兴中发挥着经济性、家庭性、治理性和社会性多重功能,具体表现在助力农业规模化经营、增加家庭双重收入、成为国家与乡村中间人和形塑乡村振兴新秩序等方面,成为乡村振兴的“第三主体”。As the main body of rural revitalization,different groups of farmers play different roles in rural revitalization.Existing studies pay more attention to returning migrant workers and“backbone farmers”in rural revitalization,while ignoring rural irregular employment groups.Due to the dual factors of family function demand and labor market differentiation,this group has basically lost the opportunity to engage in regular employment in cities,and is mostly embedded in the local flexible irregular employment system.The diversity of rural employment,the differentiation of labor market,the need of family ethics and responsibility,and the flexibility of local migrant work are the basis of its production.As an active group with large numbers in the rural areas nowadays,informal employment group in rural communities plays an important role in the rural revitalization with multiple economic,family,managerial and social functions,as manifested in boosting agricultural scale management,increasing the family double income,serving as the middlemen between nation and rural areas and shaping the rural revitalization with the new order,etc.This group has become the“third main entity”in rural revitalization.
