系统视角下党委政府工作与政协协商有效衔接机制研究——基于杭州市相关实践的分析

摘　　要：随着“全过程人民民主”制度建设的推进,协商民主的系统化运行被提上议程,党委政府工作与政协协商衔接机制的完善成为应有之义。基于推进全过程人民民主的最大现实诉求,以系统视角探讨党委政府工作与政协协商有效衔接的机制问题,在梳理党委政府工作与政协协商的制度衔接、运行衔接、平台衔接和成果衔接的基础上讨论其基本运行机理。党委政府工作与政协协商的有效衔接机制包括以认同机制维护政协协商价值系统,以组织机制巩固政协协商制度系统,以合作机制共促政协协商的行动系统,以评价机制优化政协协商的成效系统。有效衔接在政治系统中确保政治协商系统有效连接、有序运行;优化协商制度设计与实践,维护公共利益;提高政治沟通的有效性与政治系统的回应性,协助党委政府形成科学、合理的决策。With the advancement of the system construction of the Whole-process People’s Democracy,the systematic operation of deliberative democracy has also been put on the agenda.In particular,the improvement of the connection mechanism between the CPC committee and the government and the CPPCC is more meaningful.Under this background,based on the greatest realistic demand of promoting the Whole-process People’s Democracy,this paper attempts to explore the mechanism of effective connection between the work of the CPC committee and the government and the CPPCC deliberation from a systematic perspective.Specifically,this paper discusses the basic operation mechanism of the CPC committee and government work and the CPPCC deliberation on the basis of sorting out connection of system,operation,platform and achievement.The effective connection mechanism between the work of the CPC committee and the government and the CPPCC deliberation is as follows:maintaining the value system of the CPPCC deliberation with the identification mechanism,consolidating the system of the CPPCC deliberation with the organization mechanism,promoting the action system of the CPPCC deliberation with the cooperation mechanism,and optimizing the effectiveness system of the CPPCC deliberation with the evaluation mechanism.The above-mentioned connection plays the following functions in the political system:ensuring the effective connection and orderly operation of the entire political deliberation system;assisting the CPC committee and government to serve the people more accurately on the basis of mastering public opinion;improving the effectiveness of political communication and the responsiveness of the political system,and assist the CPC committee and government to make scientific and reasonable decisions.
