摘　　要：刑事公诉工作,包括审查起诉、提起公诉和出席法庭等三个部分。审查起诉的监督性、基础性和法律性等特质,决定了其作为侦查和审判的中间环节,是公诉工作的关键和基石。审查起诉是程序性审查、实体性审查、法律契合性审查等“三位一体”的统一。程序性审查,是强化侦查监督职能,确保证据合法有效的前提;实体性审查,是事实清楚、证据确实的保证;法律契合性审查,是案件事实与刑法规范的比对、筛选、优化、切合的过程,是实体公正和程序公正的诠释。The criminal public prosecution includes three parts:1.examination of prosecution details,initiation of public prosecution and attendance at the courtroom.The supervisory,primary and legal features of examining prosecuting details determine its intermediate link between investigation and trial,which acts as the important cornerstone in the public prosecution.To examine?prosecution details is a unity of "Trinity",that is,examination of procedures,substantiality and legal compliance.The examination of procedures is the premise of strengthening the function of supervising investigation so as to ensure the legitimacy and effectiveness of evidence.The examination of substantiality is the guarantee of correct facts and reliable evidence.The examination of legal compliance is to compare,screen,optimize and conform the case facts with the norms of criminal law.It aims to to show substantive and procedural justice.
