摘 要:微治理是当前中国城乡基层社会治理中一个非常重要的现象。其具有治理单元的微缩性与可及性,治理主体的内生性和多元性,治理事项的生活化与关联性,治理方法的直接性与民主性等内在特点。微治理的大量涌现,并非地区间相互模仿的结果,而是在结构条件制约、国家积极介入与内生要素激活等内在机制的共同作用下产生的。微治理的存在,不仅很好地呼应了自治共治、民主协商、社会参与等现代治理理念与政策要求,也有效回应了基层社会治理中“行政吸纳社会”等长期存在的问题。微治理一方面使得基层社会治理现代化获得了有效的观念容器与实践载体,另一方面也反映出适应现代治理要求的基层实践不得不走向收敛,聚缩在一个个具体但可行的“微实践”当中。Micro-governance is a very important phenomenon in the current urban and rural grassroots social governance in China. It has inherent characteristics such as the miniaturization and accessibility of governance units,the endogeneity and diversity of governance subjects,the life and relevance of governance matters,and the directness and democracy of governance methods. The emergence of a great deal of micro-governance is not the result of mutual imitation between regions,but the combined action of internal mechanisms such as structural conditions,active state involvement and activation of endogenous factors. The micro-governance responds well not only to modern governance concepts and policy requirements such as self-governance and co-governance,democratic consultation,and social participation,but also to the long-standing problems such as “administrative absorption of society”in grass-roots social governance. The modernization of grass-roots social governance has obtained an effective conceptual container and practical carrier. Furthermore,it also reflects that grass-roots practices,which meet the requirements of modern governance,have to converge into specific and feasible “micro-practices”.
