摘　　要：目的分析医疗服务价格联动改革对浙江省13家省级公立医院运行管理的影响,评价其实施效果,为完善政策提供建议。方法选取13家省级公立医院2019年1—7月、2019年8—12月、2020年、2021年的财务数据,应用比率分析、结构变动分析方法,对其经济运行情况进行分析。结果政策实施后,医院医疗服务收入占比显著提升;药品收入占比降幅明显;耗材收入占比总体呈下降趋势;检查收入占比略有增长,检验收入占比先降后升,控制效果未达预期。结论政策实施后,医院收入结构得到进一步优化,医疗服务技术劳务性收入占比提高,药品零加成政策持续巩固,耗材零加成政策效果初显,后续需进一步强化耗材、检查检验项目管理,使其占比控制在合理范围。Objective To evaluate the impact of medical service price linkage reform on the operation and management of 13 provincial public hospitals,and to provide suggestions for continuous improvement of policy making.Methods The financial data of 13 provincial public hospitals from January to July 2019,August to December 2019,2020 and 2021 were selected,and trend analysis,structural change analysis were applied to analyze its economic operation.Results After the implementation of the policy,the proportion of medical service income increased significantly;The proportion of drug income decreased significantly;The proportion of medical consumables income shows a downward trend;The proportion of medical examination income increased slightly with decrease first and then increase,and the control effect did not meet the expectation.Conclusion After the implementation of the policy,the income structure of hospitals has been further optimized.The proportion of technical and labor incomeof medical services increased.The zero drug markup policy continued to consolidate.The effect of zero markup policy on medical consumables begins to show.It is necessary to further strengthen the management of medicalconsumables and examination items to keep their income proportion within a reasonable range.
