摘　　要：在社会组织化达到较为充分的地步时,“组织创新”与“社会创新”是两个基本上可以重合的概念,而且组织变革与社会变革都可以在组织创新中发现动力源。工业社会的组织形态主要是官僚制组织,它因为管理以及外向功能实现的需要而注重结构、关系等各个方面的稳定性,除非遭遇了巨大的压力或陷入危机状态,否则不会有主动创新的追求。这也决定了官僚制组织是不可能成为风险社会中的行动体的。我们在风险社会中需要建构可以替代它的合作制组织。合作制组织是名副其实的“创新型组织”,创新正是合作制组织在高度复杂性和高度不确定性条件下开展活动、承担任务和实现职能的奥秘所在。合作制组织将创新蕴于合作行动中,使创新成为一种日常性的活动,而且所有组织成员都平等地拥有创新权,任何一个组织成员都不会在创新的问题上受到排斥。As the society is sufficiently organized,“organizational innovation”and“social innovation”have become two concepts that can basically coincide,and both organizational change and social change can find their driving sources in organizational innovation.The organizational form of industrial society is mainly a bureaucratic organization.It pays attention to the stability of structures,relations and other aspects in order to realize management and outward functions.It will not pursue active innovation unless it encounters great pressure or falls into a state of crisis.This also determines that bureaucratic organizations cannot become actors in a risk society.We need to build cooperative organizations that can replace bureaucratic organizations in the risk society.Cooperative organizations are actually“innovative organizations”.Innovation is the secret of cooperative organizations success in carrying out activities,undertaking tasks and realizing functions under the conditions of high complexity and high uncertainty.Cooperative organizations embody innovation in cooperative actions,making innovation a daily activity,and all organization members have the right to innovation equally,that is,no organization member will be excluded on the issue of innovation.
