摘 要:推进节水灌溉与农业绿色治理协调发展对于我国实现碳达峰目标和高质量发展有着重要意义。该文在探析节水灌溉效率与农业绿色治理绩效关系的基础上,以新疆2010—2019年数据为依据,将熵权法和耦合协调度模型相结合,对两系统协调关系进行研究。结果发现:从时间序列上看,2010—2016年是以节水灌溉为主导的发展模式,2016—2019年是以农业绿色治理为主导的发展模式,两者耦合协调度逐渐呈现上升趋势,但两系统间发展不平衡,节水灌溉效率后期发展滞后是制约耦合度提升的重要因素。据此,该文从坚持技术创新理念、提升农业绿色治理水平、贯彻用水分区指导原则、创新水资源利用机制四个方面提出了对策建议。Promoting the coordinated development of water-saving irrigation and agricultural green governance is of great significance for China to achieve the goal of carbon peak and high-quality development.Based on the analysis of the relationship between water-saving irrigation efficiency and agricultural green governance performance and with the data of Xinjiang from 2010 to 2019,the authors of this paper combined the entropy weight method and coupling coordination degree model to study the coordination relationship between these two systems.The results show that:from the perspective of time series,the development mode was dominated by water-saving irrigation from 2010 to 2016 while it was dominated by agricultural green governance from 2016 to 2019;the coupling coordination degree of the two systems gradually presents an upward trend,but the development between the two systems is unbalanced;the late development lag of water-saving irrigation efficiency is an important factor restricting the improvement of coupling degree.Accordingly,countermeasures and suggestions are put forward from the following four aspects:adhering to the concept of technological innovation,improving the level of agricultural green governance,implementing the guiding principle of water zoning and innovating the mechanism of water resource utilization.
