摘 要:针对指挥信息系统作战效能的评估问题,通过运用基于ANP(网络层次分析法)和群决策结合的评估方法构建了网络层次结构的指标体系,考虑了评估指标间的依赖和反馈关系。利用群决策法实现对专家意见权重的组合优化,再通过定义能力指标满足度函数实现了指标的聚合计算,设计了底层指标的赋权方法,求解得出指挥信息系统作战能力的满足度。以实例说明了该方法的评估过程,评估结果能够较好地反映出指挥信息系统的作战能力,对系统的下一步发展论证提供了参考价值。A method based on ANP(Network Analytic Hierarchy Process)and group decision making is proposed to evaluate the operational effectiveness of command information system.Fully considering the relationship between the evaluation index,set up the network structure of the index system,the design of the underlying index method of empowerment,secondly to take advantage of group decision to realize the combination of expert weight optimization,then by defining ability satisfaction function to achieve the aggregate calculation of indicators,to solve the system operational capability of satisfaction Finally,an example is given to illustrate the evaluation process of this method.The evaluation results can better reflect the combat capability of command information system,which has reference value for the further development demonstration of the system.
