摘 要:新冠肺炎疫情之下,公共场所的人员调度优化问题是提高公共场所有效利用率、运营效率和服务水平的关键。用感染因子衡量感染病毒的风险并将此作为模型的评价指标,提出以排班出现怠工现象导致的人力成本与不能达到服务水平要求的惩罚成本之和最小化为目标,以均衡工作量,并在不允许串部门轮班等约束下,建立了混合整数规划模型,并利用数学规划求解器GUROBI进行求解,通过算例验证了模型的有效性,得出具有指导意义的结论,用于公共场所的管理与决策。Under the epidemic situation,and the optimization problem of personnel scheduling in public places is the key of improving the effective utilization rate,operational efficiency and service level of public places.This paper uses infectious factors measure the risk of contracting the virus and as an evaluation index for the model,and proposes the goal to minimize the sum of labor costs caused by idle work and the penalty cost which cannot meet the service level requirements so as to balance the workload.Under the constraints of disallowing serial department shifts,it establishes a mixed-integer planning model,and uses the mathematical programming solver GUROBI to solve,verifies the effectiveness of the model through the test examples,then draws the conclusions with guiding significance,which can be used in the management and decision-making of public places.
