危机管理视角下我国新冠肺炎疫情防控政策文本量化研究

摘　　要：[目的/意义]为抗击新型冠状病毒肺炎疫情,我国政府出台了系列政策,从危机管理角度对新冠肺炎疫情防控政策进行分析,有利于揭示我国新冠肺炎疫情危机管理的政策特点与不足,并提出政策建议,完善我国疫情防控政策体系,有效应对新冠肺炎疫情危机。[方法/过程]以我国国家层面的434篇新冠肺炎疫情防控政策文件为样本,采用内容分析法,基于危机管理阶段和疫情防控主体两个维度,进行政策编码与内容分析。[结果/结论]我国疫情防控政策综合考虑了危机管理的各个阶段,但各阶段及其内部措施的协调性有待增强;注重调动各类主体参与疫情防控的积极性,但对各类主体的引导与规范程度存在较大差异。基于此,提出优化我国新冠肺炎疫情防控政策的对策和建议。[Purpose/significance] China has launched a series of policies to fight against the COVID-19 epidemic.This paper makes a quantitative analysis from the perspective of crisis management,reveals characteristics and shortcomings of policies,and puts forward corresponding policy recommendations to effectively respond to the crisis.[Method/process] Taking 434 national policy documents as samples,using content analysis method,based on two dimensions of f crisis management stage and participants,policy coding and content analysis are carried out.[Result/conclusion] The study finds that existing policies have comprehensively considered all stages of the crisis management,but the coordination of each stage and its internal measures needs to be strengthened.Moreover,existing policies focus on mobilizing the enthusiasm of various participants to fight against the COVID-19 epidemic,but there is a big difference in the degree of guidance and standardization among them.Based on this,this paper puts forward some recommendations for optimizing China’s policies against COVID-19.
