摘　　要：[目的/意义]应急情报协同失灵已成为制约应急管理效能的重要因素。为避免应急情报协同失灵,解释预警与响应的情报协同失灵问题,构建应急情报协同失灵模型。[方法/过程]基于安全情报系统理论框架和安全信息通用认知模型,以风险链、应急情报链与应急管理行为链为线索,厘清应急情报协同失灵的主客体、原因和模式,构建应急情报协同失灵模型。并通过“7·20”特大暴雨灾害郑州京广快速路北隧道亡人事件检验所构建的模型。[结果/结论]应急情报协同失灵包括突发事件系统—应急情报系统、应急情报系统—应急情报系统、应急情报系统—应急管理系统、应急管理系统—应急管理系统4种模式以及失灵触发机制、失真传导机制、动态调节机制和响应失效机制4种机制,可从突发事件系统、协同渠道、应急情报系统、应急管理系统等多方面化解应急情报协同失灵、提高应急管理效能。[Purpose/significance] The failure of emergency intelligence coordination has become an important factor restricting the effectiveness of emergency management.In order to reduce the failure of emergency intelligence coordination,a model of emergency intelligence coordination failure is constructed to explaining the intelligence coordination failure of early warning and response linkage.[Method/process] Based on the theoretical framework of safety intelligence system and general cognitive model of safety information,the subjects,object,causes and forms of emergency intelligence coordination failure had been clarified taking the risk flow,emergency intelligence flow and emergency management behavior flow as clues.At the same time,the model was tested analyzing Beijing-Guangzhou expressway north tunnel incident in “7·20” Zhengzhou heavy rain disaster.[Result/conclusion] The emergency intelligence coordination failure has 4 forms including emergency system-emergency intelligence system,emergency intelligence system-emergency intelligence system,emergency intelligence system-emergency management system,emergency management system-emergency management system,also has four mechanisms including failure trigger mechanism,distortion conduction mechanism,dynamic adjustment mechanism and response failure mechanism.The governance of emergency intelligence coordination failure can be unfolded from emergency system,coordination channel,emergency intelligence system,emergency management system,thus improving emergency management efficiency.
