英国竞技体育后备人才培养治理权力架构与治理体系研究

摘　　要：以英国政府相关政策文本、官方数据及过往文献为研究数据,以批判实在主义为理论视角分析英国政府在该国竞技体育后备人才治理体系中的权力架构与治理体系,发现:英国政府通过向外分散具体操作事务的“划桨权”,激发了“术业有专攻”的体育专业人士的积极性;英国政府亦借鉴市场手段保证了自身在宏观层面拥有不可撼动的掌舵权,并通过审计等治理技术强化了自身权力。故此,英国竞技体育后备人才培养事业逐步形成了“政府掌舵力日益强化、私部门与志愿部门自主权不断提升、治理体系力量愈发集中与实现治理目标”的良性治理局面。基于此,结合我国文化土壤,提出对我国竞技体育后备人才培养治理的相关启示。By researching the relevant policies and official data of the UK government and literature and based on critical realism,this paper analyzes the power structure and operation mechanism of the UK government in the governance system of UK sports reserve talent and finds that:UK government stimulates the enthusiasm of sports professionals by decentralizing the right to paddle of specific operations;UK government ensures its unshakeable power as a helmsman at a macro level by learning from market-based approaches and strengthens its power by governance techniques such as an audit.All of these result in the UK sports reserve talent training gradually forming a sound governance situation of the"increasingly strong power of steering of the government,increasing autonomy of private sectors and voluntary sectors,and more centralized governance system to achieve governance objectives".Based on the above,combined with Chinese cultural characteristics,this paper proposes some implications to govern our country’s sports reserve talent training.
