摘　　要：数字经济已经成为赋能产业结构转型升级和经济高质量发展的“新动力”和“新引擎”。本文基于1994—2018年中国285个地级市面板数据,采用渐进双重差分模型考察数字基础设施建设对中国产业结构转型升级的净影响。研究得出:(1)“宽带中国”战略仅能显著促进产业结构合理化,但未有效促进产业结构高度化;(2)“宽带中国”战略对中西部和规模较小城市产业结构合理化的促进作用更加显著,但对产业结构高度化不存在明显的城市区位和规模异质性;(3)降低信息不对称和提高交易效率是“宽带中国”战略推动产业结构合理化的重要途径;基于“宽带中国”战略的城市创新效应,未来要提高产业效率促进产业结构高度化,需协同人力资本和制度环境共同发展,且协同人力资本产生的促进作用高于制度环境。The digital economy has become a“new power”and“new engine”that empowers industrial structure transformation and upgrading and high-quality economic development.This article examines the net impact of digital infrastructure construction on China’s industrial structure transformation and upgrading using difference-in difference method(DID)based on the panel data of 285 prefecture-level cities in China from 1994 to 2018.The study finds that:(1)The“Broadband China”strategy can only significantly promote the industrial structure rationalization,but it has not effectively promoted the industrial structure advancement;(2)The“Broadband China”strategy has a more significant role in promoting the industrial structure rationalization in the central and western cities and smaller-scale cities,while there is no obvious difference in urban location and scale heterogeneity for the industrial structure advancement;(3)Reducing information asymmetry and improving transaction efficiency are important ways for the“Broadband China”strategy to promote the industrial structure rationalization.Based on the urban innovation effect of the“Broadband China”strategy,in order to improve industrial efficiency and promote the industrial structure advancement,it is necessary to coordinate the development of human capital and institutional environment,and the positive effects of synergy with human capital are significantly higher than institutional environment.
