摘　　要：[目的]构建基本公共卫生服务项目社区诊断报告编制规范的相关指标体系。[方法]通过政策文本分析、文献研究与现况调查初步构建社区诊断报告指标体系的指标池,应用德尔菲法收集专家评判意见并进行汇总分析。[结果]2轮咨询共收回64人份专家咨询意见,专家积极系数均为100%,权威系数为0.82;2轮咨询有同一个三级指标变异系数分别为0.33、0.27,其余各指标变异系数<0.24,且第二轮咨询时的变异系数大多较第一轮减小,指标重要性和可操作性的协调系数W值第一轮为0.201和0.218,第二轮提高至0.360和0.455;2轮专家咨询最终筛选出4个一级指标,12个二级指标,42个三级指标。[结论]该研究构建的指标体系专家积极性高,权威程度、协调程度和集中程度较好,具有较高的科学性和可靠性,可为制定基本公共卫生服务项目社区诊断报告编制规范提供重要参考依据。Objective To establish relevant indicator system for the compilation of community diagnostic reports of basic public health service projects.Methods The index pool of community diagnostic report index system was preliminarily constructed by literature study and status survey,and the experts opinions were collected and analyzed by Delphi method.Results A total of 64 expert opinions were retrieved in the two rounds of consultation,with positive coefficients of 100%and authoritative coefficients of 0.82.In the two rounds of consultation,the coefficient of variation of the same three-level indicator was 0.33 and 0.27,respectively.The coefficient of variation of the other indicators was<0.24,and the coefficient of variation in the second round of consultation was mostly lower than that in the first round.The coordination coefficient W value of the importance and operability of indicators was 0.201 and 0.218 in the first round,and increased to 0.360 and 0.455 in the second round.After two rounds of expert consultation,4 first-level indicators,12 second-level indicators and 42 third-level indicators were selected.Conclusions The indicator system to be established by the paper has high enthusiasm of experts,good authority,coordination and concentration,and with high scientificity and reliability.The indicator system could provide important reference for formulating standard compilation of community diagnostic reports of basic public health service projects.
