基层体育社会组织与政府合作治理的演化形态与推进路径

摘　　要：运用文献资料、案例分析等方法,研究基层体育社会组织与政府合作治理的缘起、演化形态和推进路径。不同于协作治理的拾遗补缺和协同治理的模糊博弈,合作治理更加强调双方在合作实现公共目标基础上达成的互惠共赢和塑造的治理结构。结论:全面深化改革以来政府角色调整和基层体育社会组织活力激发,以及由此衍生的利益增进相互契合,是双方合作治理的缘起。双方从购买服务到合作治理的形态演化,是基于需求整合的三方主体联结;从政策倡导到合作治理的形态演化,是基于借势发展的治理结构嵌入。建议应当通过三方主体联动完善基层购买服务、上下层面合力推进基层政策落地,推进基层体育社会组织与政府合作治理走向深入。Using the methods of literature and case analysis, this paper studies the origin, evolutionary forms and promotion paths of grassroots sports social organizations and the government’s cooperative governance. Different from the auxiliary effect of collaborative governance and the fuzzy game of synergistic governance, cooperative governance emphasizes the mutual benefit and win-win and shaping the governance structure on the basis of cooperation to achieve public goals. The study found that since the comprehensive deepening of reform, the adjustment of the role of the government and the stimulation of the vitality of grassroots sports social organizations, as well as the mutual fit of the derived interests, are the origin of bilateral cooperative governance. It is found that the morphological evolution from service purchase to cooperative governance is based on the connection of tripartite subjects based on demand in-tegration. The morphological evolution from policy advocacy to cooperative governance is based on the embedding of governance struc-ture. The research suggests that the grassroots purchase services should be improved through the linkage of three main bodies. The upper and lower levels work together to promote the implementation of grassroots policies and deepen the cooperative governance between grassroots sports social organizations and the government.
