我国公共体育服务均等化坚守底线公平的困境与实现路径

摘　　要：公共体育服务均等化是“十三五”基本公共服务均等化规划的重要组成部分,是我国体育领域一项长期的民生工程。确保公共体育服务均等化坚守底线公平,是推动基本公共服务均等化的有效优选。以公共体育服务均等化与底线公平的内涵为切入点,审视当前我国公共体育服务均等化面临的困境,主要包括:城乡公共体育服务非均等化突出;政府相关部门存在政策执行偏差;公共体育服务均等化评价标准阙如。基于此提出相应对策:重点实现城乡公共体育服务均等化,着力矫正公共体育服务政策执行偏差,完善公共体育服务均等化评价研究等,以期推动底线公平贯穿我国公共体育服务均等化始终,助力体育事业良性运行与协调发展。The equalization of public sports services is an important part of the 13th Five-Year Plan for the equalization of basic public services, and it is a long-term livelihood project in the field of sports in China. Ensuring the equalization of public sports services and sticking to the bottom line of fairness is an effective priority to promote the equalization of basic public services. Taking the conno-tation of equalization of public sports services and bottom-line fairness as the starting point, it examines the current difficulties faced by the equalization of public sports services in China, which are including public sports services between urban and rural areas are not equally distributed, the relevant government departments have policy implementation deviations, public sports services are equal, the standard of evaluation is lacking. Based on this, corresponding countermeasures are put forward, focus on realizing the equalization of public sports services in urban and rural areas. Focus on correcting the deviation of public sports service policy implementation. Im-proving the evaluation of public sports service equalization, in order to promote bottom-line fairness throughout the equalization of public sports services in China, and help the healthy cause of sports operation and coordinated development.
