乡村振兴背景下农村体育公共服务协商治理的内在逻辑和实践路径研究

摘　　要：通过有效治理实现农村体育公共服务高质量供给满足新时代农民日益增长的美好生活需要是实施乡村振兴战略规划的重点问题。长期以来,政府决策和精英规划替代农民真实诉求表达而导致的农村体育公共服务供需错位现象颇为普遍。针对上述问题,研究采用文献资料、实地考察等研究方法,从协商治理的视角关注多元治理的问题,为农村体育公共服务构建共建共治共享格局和促进高质量发展提出思路与建议。研究认为:协商治理是对乡村振兴总要求和农村体育公共服务高质量发展要求的双重回应,与乡村振兴有着紧密的内在逻辑关联。受传统管理惯性的桎梏,农村体育公共服务协商治理无法达成有效的运转,主要表现在协商治理主体的缺席,议题的缺项和制度的缺位。针对现实困境,研究从促使治理主体归位,拓宽议题渠道和健全议事制度三个方面提出了农村体育公共服务协商治理的实践路径。Achieving high-quality rural sports public service supply through effective governance to meet the growing needs of farmers for a better life in the new era is a key issue to realize the strategy for rural revitalization. For a long time, the mismatch between supply and demand of rural sports public services, which is caused by government decision-making and elite planning instead of the expression of farmers’ real demands, is quite common. In view of the above problem, this paper examines by means of literature, on-the-spot investigation the problem of pluralistic governance from the perspective of consultation and governance, and puts forward methods and suggestions for constructing the service pattern of co-construction, co-governance and sharing of rural sports public services and promoting the high-quality development of rural sports public services. This study suggests that the consultative governance of rural sports public services is a response to both the general requirements of rural revitalization and the high quality development of rural sports public services, and has a close intrinsic connection with rural revitalization. Due to the shackles of management convention, the consultative governance of rural sports public services can not be operated effectively, mainly including the absence of consultative governance subject, topics, and relevant system. In view of the realistic dilemma, this study proposes a practical approach for the consultative governance of rural sports public services from three aspects: prompting the governance subject to return to its position, broadening the topic channels and improving the discussion system.
