摘　　要：加强权力的制约和监督,保证公权力不被滥用是新时代推进国家治理现代化的必然要求。党的十八大以来,以习近平同志为核心的党中央坚持把马克思列宁主义关于权力制约和监督思想理论同中国的具体实际结合起来,运用辩证唯物主义和历史唯物主义的立场、观点和方法系统阐述关于权力制约和监督的重要论述,为构建中国特色社会主义权力制约监督体系提供科学指南和根本遵循。在理论渊源上,习近平总书记关于权力制约和监督的重要论述根植于马克思主义基本原理的理论精髓,继承和发展了中国共产党关于权力制约和监督的思想理论和实践经验,汲取了中华优秀传统文化的养分;在核心内容上,以权力的人民性为逻辑起点,以一体推进不敢腐、不能腐、不想腐为逻辑主线,以突出领导干部这个“关键少数”为逻辑重心,以建构决策科学、执行坚决、监督有力的权力运行格局为逻辑指向;在实践价值上,为新时代反腐败斗争提供了新方案,为加强党的执政能力建设探索了新路径,为完善党和国家监督体系提出了新思路。Strengthening the restriction and supervision of power and ensuring that public power is not abused is an inevitable requirement for promoting the modernization of state governance in the new era.Since the 18th National Congress of the Communist Party of China(CPC),the Party Central Committee with Comrade XI Jinping at its core has insisted on combining the Marxist-Leninist ideological theory on power restriction and supervision with the concrete reality of China,using the standpoints,viewpoints and methods of dialectical materialism and historical materialism.It expounds important discourses on power restriction and supervision,and provides scientific guidance and fundamental compliance for building a socialist power restriction and supervision system with Chinese characteristics.In terms of theoretical origin,General Secretary XI Jinping’s important exposition on power restriction and supervision is rooted in the theoretical essence of the basic principles of Marxism,inheriting and developing the ideological theory and practical experience of Communist Party of China on power restriction and supervision,and drawing on the essence of excellent traditional Chinese culture.In terms of core content,taking the people’s nature of power as the logical starting point,XI Jinping’s exposition promotes the integration of government officials who dare not to corrupt,cannot corrupt,and do not want to corrupt as the main line of logic,focuses on highlighting the“key minority”of leading cadres,and constructs a power operation pattern as the logical direction with wise decision making,firm execution and powerful supervision;in terms of practical value,it provides a new plan for the anti-corruption struggle in the new era,explores a new way to strengthen the Party’s governance capacity,and puts forward new ideas for improving the Party and state supervision system.
