共同富裕目标下政府间财政合作的区域协调发展效应

摘　　要：我国正处于由全面建成小康社会向实现共同富裕目标迈进的关键期,这将是一项长期而艰巨的历史任务。区域非充分非平衡发展是实现共同富裕的重大障碍。历史证明,如果说政府间财政竞争是经济增长的“谜底”,那么,政府间财政合作必将成为实现我国区域协调发展的“钥匙”。有中国特色的政府间财政合作机制既有促进区域协调发展的理论基础,又存在促进区域协调发展、推动共同富裕的“中国经验”。未来应在大力推进政府间财政合作的同时,理顺政府间财政合作秩序、优化政府间财政合作运行机制,提高其运行绩效,并引导社会力量全方位参与共建共享。China is in a critical period from building a moderately prosperous society in an all-round way to achieving the goal of common prosperity,which will be a long-term and arduous historical task.Insufficient and unbalanced regional development is a major obstacle to achieving common prosperity.History has proved that if intergovernmental fiscal competition is the"answer"to economic growth,then intergovernmental financial cooperation will surely become the"key"to achieving China's regional coordinated development.The intergovernmental financial cooperation mechanism with Chinese characteristics has not only the theoretical basis for promoting regional coordinated development,but also the"Chinese experience"for promoting both regional coordinated development and common prosperity.In the future,while vigorously promoting intergovernmental financial cooperation,we should straighten out the order of intergovernmental financial cooperation,optimize the operational mechanism of intergovernmental financial cooperation,improve its operational performance,and guide social forces to participate in all-round construction and sharing.
