美国“印太战略”的逻辑缺陷与中国的应对

摘　　要：拜登政府上台以来,中美关系继续深入调整。美国在战略上加速推进“印太战略”及相关遏华机制的落地,构建以美国为首的多重多边网络以对华进行围堵。中美战略博弈不断激化,中国周边战略环境、区域经济合作态势以及安全格局均呈现复杂化态势。通过对美国“印太战略”意图与策略的分析发现,不但美国能用于“印太战略”的成本与其预期收益之间存在着严重的不适配,美国现阶段总体实力和可用于“印太战略”的成本支付能力也存在着巨大的落差,将严重限制美国“印太战略”的执行效果。这为中国作为弱势方有效应对并成功对冲美国“印太战略”带来的各项挑战提供了条件。Since the Biden administration took office,China-U.S.relations have continued to undergo in-depth adjustments.The U.S.has been strategically accelerating the implementation of the“Indo-Pacific Strategy”and related mechanisms to contain China,and building a multilateral network headed by the U.S.to contain China.The strategic game between China and the U.S.continues to intensify,and the strategic environment around China,the situation of regional economic cooperation and the security pattern become complicated.Through the analysis of the intentions and strategies of the U.S.“Indo-Pacific Strategy”,it is found that not only is there a serious mismatch between the cost that the U.S.can use for the“Indo-Pacific Strategy”and its expected benefits,but the overall strength of the U.S.at this stage and the amount of money that can be used for the“Indo-Pacific Strategy”are seriously incompatible.There is also a huge gap in the ability to pay the cost of the U.S.“Indo-Pacific Strategy”,which will seriously limit the effect of the implementation of U.S.“Indo-Pacific Strategy.”These factors provide advantage for China,as a weaker party,to effectively respond to and successfully hedge against various challenges brought by the U.S.“Indo-Pacific Strategy”.
