摘　　要：随着HIV服刑人员的增多,监狱机关面临的管理困难也不断加剧,监狱民警HIV职业暴露风险也在增大。这将带来减弱狱警执法成效、威胁狱警的生命健康、影响狱警的婚姻家庭关系、妨碍部分狱警的正常社交等弊害。监狱民警HIV职业暴露风险加剧的原因主要有以下以个方面,一是一些狱警对HIV职业暴露风险问题认识不足,二是针对狱警HIV职业暴露风险的防控法规不完善,三是部分监狱机关对狱警HIV职业暴露的防范措施不到位。防控HIV职业暴露风险是一项系统工程,应从狱警自身、监狱、法制等方面来寻求突破口,要提升狱警对HIV职业暴露的认知和防护技能,完善狱警HIV职业暴露风险防控法规,优化狱警HIV职业暴露的监狱管理规范,建立健全狱警HIV职业暴露的权益保障与救济机制。With the increase of HIV prisoners,the management dilemma faced by prison is intensifying and the risks of HIV occupational exposure of prison police soars. For instance,the execution effect of penalty is weakened,life and health of prison police is threatened,marriage and family stability of prison police is impacted,and social contact of some prison police is hindered. This is mainly because some prison police do not have a complete understanding of occupational exposure to HIV,the law for preventing and controlling the occupational exposure is imperfect and the precautionary measure in some prisons is inadequate. Preventing the occupational exposure risk to HIV of prison police is a systematic project.Breakthroughs should be done from the prison police themselves,the prison and the law. The prison police’s awareness and skills of preventing HIV should be improved,the law of preventing HIV occupational exposure should be consolidated,management standard in prison for preventing HIV occupational exposure should be optimized,and the rights and interests protection and relief mechanism for prison police’s occupational exposure to HIV should be set up and perfected.
