对强化流域管理机构职能的几点思考

摘　　要：文章结合新阶段强化流域治理管理的要求,分析了流域管理机构开展流域治理管理面临的核心问题,提出落实“四个统一”应当围绕创新流域治理管理模式,逐步形成我国流域管理“制度特色”,不断强化流域管理机构设置的公益性,发挥好协调平台作用。从强化流域管理机构机关在流域治理管理中的行政地位、推动流域管理机构及其下属单位严格实行政事企分开、深化流域管理机构所属事业单位分类改革、强化流域管理机构自身能力建设等方面,提出强化流域管理机构职能的建议。This paper analyzes the key problems faced by river basin management agencies in carrying out the mandates of river basin governance management,in combination with the requirements of strengthening river basin governance and management in the new stage.It proposes that the implementation of“unified planning,governance,scheduling and management”should focus on innovating the river basin governance management model,gradually forming the“institutional characteristics”of China s river basin management,continuously strengthening the public property of the river basin management agencies,and playing the role as a coordination platform.Then suggestions are put forward to strengthen the functions of river basin management agencies from the following aspects:strengthening the administrative position of river basin management agencies in river basin governance management,separating administrative affairs and enterprises from river basin management agencies and their subordinate units,deepening the classification reform of public institutions under river basin management agencies,and strengthening the capacity building of river basin management agencies themselves.
