摘　　要：为深入贯彻落实党中央、国务院决策部署,进一步深化“放管服”改革,安徽省水利厅委托第三方服务机构对2019年度省级生产建设项目水土保持方案进行技术评审。文章结合安徽省省级立项生产建设项目水土保持方案技术评审经验,阐述了技术评审的方法和流程,分析了2019年度省级立项生产建设项目评审现状。针对技术评审的重点难点,提出了规范审查制度、重视会前准备、严选评审专家、严把“最后一道关”等经验做法,为其他省(市)及安徽省市县立项生产建设项目水土保持方案技术评审提供参考,促进生产建设项目水土保持方案技术评审科学化和规范化。In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, further deepening the reforms of delegating power, streamlining administration and optimizing government services, Anhui Provincial Department of Water Resources entrusted a third-party service organization to conduct technical review on the water and soil conservation schemes of provincial-level production and construction projects in 2019. Based on the technical review experience of water and soil conservation schemes of provincial-level production and construction projects in Anhui Province, this paper expounds the methods and processes of technical review, and analyzes the current situation of provincial-level production and construction projects review in 2019. In view of the key and difficult points of technical review, this paper puts forward experience and practices including standardizing the review system, paying attention to preparation before the review meeting, selecting review experts in a strict manner to ensure qualified review results, with the aim of providing reference for the technical review of water and soil conservation schemes of production and construction projects approved by other provinces(cities) and cities and counties in Anhui Province, and promoting the scientific and standardized technical review of water and soil conservation schemes for production and construction projects.
