摘 要:城市边缘区处于城市化进程中的过渡阶段,兼具城市和乡村特征又区别于二者。相较于标准化的城市治理模式,韧性过渡治理模式考虑了城市边缘区的异质性和过渡性特征,能够针对性地应对城市边缘区所存在的内生性治理风险。通过对湖北省Z镇的深入调研发现,制度模糊、基层公务员结构失衡、政治参与缺失等问题是导致其治理风险产生的主要原因。通过构建制度韧性、人事韧性、政治参与韧性来提升城市边缘区的治理韧性,可以有效应对其发展风险。这本质上是一种过渡型治理模式,仅适用于城市边缘区治理。Urban fringe is in the transition stage of urbanization,which has both urban and rural characteristics but differs from them.Compared with the standardized urban governance model,the resilient model considers the heterogeneity and transition of urban fringe,and can deal with the endogenous governance risks in urban fringe in a targeted way.Through the in-depth investigation of Z Town in Hubei Province,it is found that the three major problems leading to its governance risks are the fuzzy system,the unbalanced structure of primary-level officials,and the lack of political participation.Improving the governance resilience of urban fringe areas by constructing institutional resilience,personnel resilience and political participation resilience can effectively deal with its development risks.This is essentially a transitional governance model,which is only applicable to the governance of urban fringe.
