摘　　要：我国对特种设备实施严格监管,对从事特种设备检验检测的人员实行行政许可制度,本文通过回顾其发展历程,对比欧美典型发达国家(地区)的管理模式,总结我国人员许可制度为保障特种设备安全、降低特种设备事故率等做出突出贡献,并展望人员许可制度为适应深化改革需要的发展趋势。针对突出问题及人员考试机构管理机制等提出相关建议,支撑特种设备安全监管并为行业高质量发展提供有益参考。Our country executes strict supervision on special equipment and implements administrative licensing system for inspector and nondestructive testing inspector of special equipment,this paper reviews its development,compares to the management model of developed country(area)in Europe and America,sums up that our licensing system makes great contribution for guaranteeing special equipment safety and reducing special equipment accident ratio,and prospects the development trend of adapting deepen reform requirements.It provides corresponding suggestions on typical issues and management mechanism of inspector examination agency,supports special equipment safety supervision and makes positive reference on high quality development for special equipment field.
