摘 要:从多时期角度出发,引入结转变量来反映连续时期间的关联性,同时考虑决策单元间的竞争与合作关系构建了动态竞合交叉效率模型,并进一步分析了系统整体交叉效率与各时期交叉效率的关系。在实证部分,利用动态交叉效率模型评价了2012-2016年度我国东部10个省市的R&D效率。研究发现:(1)我国东部大部分省市R&D效率呈现出缓慢波动下降的趋势;(2)我国东部省市的时期效率权重逐年增大;(3)我国东部省市R&D整体效率普遍较高,其中北京、上海等地效率相对较高,河北、福建等地效率相对较低。最后对R&D效率较低的地区如何提高效率提出了建议。From the multi-period point of view,this paper introduced carry-over variables to reflect the relevance of continuous time periods and proposed a dynamic competition and cooperation cross-efficiency model considering both competition and cooperation among DMUs and further analyzed the relationship between the overall cross-efficiency of the system and the cross-efficiency of each period.In the empirical part,the dynamic cross-efficiency model is used to evaluate the R&D efficiency of 10 provinces in the eastern China from 2012 to 2016.It is found that:(1)R&D efficiency in most provinces in eastern China shows a slow fluctuation and decline trend;(2)The period efficiency weight of eastern provinces in China increases year by year;(3)The overall efficiency of R&D in eastern provinces of China is generally high,among which Beijing and Shanghai are relatively high,while Hebei and Fujian are relatively low.Finally,some suggestions on how to improve the R&D efficiency of low efficiency areas are put forward.
