摘　　要：在全球新冠疫情持续蔓延背景下,国际贸易与投资受到显著冲击,世界经济增速明显放缓,我国经济在受到疫情影响下仍然实现了稳步增长,经济发展韧性显著增强,经济高质量发展取得了显著成果。文化根植于一国民众的价值理念、思维模式与行为模式,会对一国外交政策与对外战略产生深刻影响,也将间接影响国与国之间的合作关系。黑龙江省位于我国东北部,是我国向北开放的重要省份,新时代黑龙江省文化产业发展面临前所未有的机遇,当然也会面临诸多挑战。黑龙江省文化产业发展面临相应的机遇与挑战,应采取对应的政策,促进黑龙江省文化产业的健康可持续发展。In the context of the continuous spread of the COVID-19 pandemic,international trade and investment have got greatly impacted,which leads to the fact that the world economy has significantly slowed down its growth rate.Despite the impact of the pandemic,China’s economy still remains steady growth with strong economic development resilience,and high-quality economic development has achieved remarkable achievements.Culture is rooted in the value concept,thinking mode and behavior mode of a country’s people,which will have a profound impact on a country’s foreign policies and foreign strategies,and will have an indirect effect on the cooperative relations between countries.Heilongjiang Province,which is located in the northeast of China,is an important province opening to the north.For the present,the cultural industry of Heilongjiang Province faces unprecedented opportunities as well as many challenges in the new era.For this concern,corresponding policies should be adopted to promote the healthy and sustainable development of the cultural industry in Heilongjiang Province.
