工业园区环境管理政策有效性评价体系研究

摘　　要：工业园区作为地方经济发展的集聚区,拥有大量生产性企业。园区在促进当地社会经济发展的同时,也加剧了周围生态环境的恶化,对此园区制定了一系列政策加强污染治理和环境保护。如何评价这些政策制定和实施是否有效,基于政策有效性内涵,结合园区环境管理政策制定、运行实施、绩效评估等各环节,提出了工业园区环境管理政策有效性的评价体系框架,并通过问卷调研法和层次分析法,筛选出三级指标体系包括:一级指标4项,二级指标13项和三级指标21项。在对指标体系的应用中,建议园区按照“信息数据—政策制定—程序过程—实施结果”流程对管理政策进行有效性分析。Industrial park,as a gathering place of local economic development,not only promotes local social and economic progress,but also aggravates the deterioration of the surrounding ecological environment.A series of policies have been formulated to strengthen environmental protection.Combining with the formulation,implementation and performance of environmental management policies,this paper put forward an assessment system framework for the effectiveness of environmental management policies in industrial parks.Through questionnaire survey and analytic hierarchy process,the three-level index system was selected,including four first-level indicators,13 second-level indicators and 21 third-level indicators.In the application of the index system,it is suggested that the actual management of the park should be evaluated based on the policy process of information data-policy making-procedure process-implementation result.
