从北京3部长城专项规划看大型文化遗产专项规划的重要作用

摘　　要：以北京长城保护规划、北京长城文化带保护发展规划、长城国家文化公园(北京段)建设保护规划3部专项规划编制为例,提出大型文化遗产专项规划对于落实国家重大文化战略和地区发展目标的重要意义,以及完善大型文化遗产专项规划体系的必要性。我们迫切需要构建大型文化遗产相关专项规划体系与编制方法,加强遗产保护的引领,落实国家重大文化战略任务,衔接地区发展规划。以期通过持续创新大型文化遗产专项规划理念与方法,提高规范性,发挥历史文化资源禀赋,突出文化遗产、突出普遍价值在特定区域的影响力和凝聚力,探索一条符合中国国情的大型文化遗产保护利用之路。Taking the compilation of special plan including protection plan of the Great Wall in Beijing,protection and development plan of the Great Wall Cultural Belt,and construction and protection plan of the Great Wall National Cultural Park(Beijing section)as examples,the importance of special plan of large cultural heritages for implementing China s major cultural strategies and regional development goals is proposed,as well as the necessity to improve the special plan system for large-scale cultural heritages.The important role of large-scale cultural heritage special plan can be seen from three special plan of the Great Wall in Beijing.A special plan system and compilation method are needed to build and strengthen the guidance of heritage protection,implement the national major cultural strategic,and connect with regional development plans.It is hoped that through continuous innovation of the concept and method of large-scale cultural heritage special plan,the standardization will be improved,the endowment of historical and cultural resources will be brought into play,the influence and cohesion of the universal value of cultural heritage in specific region will be highlighted,and a path of protection and utilization large-scale culture heritage in line with China s national conditions will be explored.
