变革视域下碳达峰碳中和发展图景--基于媒体报道的量化分析

摘　　要：[研究目的]我国力争2030年前实现碳达峰,2060年前实现碳中和,是党中央经过深思熟虑作出的重大战略决策,事关中华民族永续发展和构建人类命运共同体。该文拟从媒体报道数据入手,探究政府驱动的这场系统性变革如何开启,目前发展状况如何,为探索碳达峰碳中和发展图景、总结政府驱动社会系统性变革的规律及经验提供借鉴。[研究方法]选取带有新闻聚合功能的网站,批量获取网站汇聚的“碳达峰、碳中和”相关新闻数据,并进行主题抽取、主题分析与内容分析。[研究结论]相关新闻报道近一年来呈现爆发式增长,碳排放、碳交易、低碳、碳汇等几大主题备受关注。政府主要通过顶层设计与制度创新、组织机构变化、重要学术会议与成果发布、组织开展试点工作等方式,推动包括思想观念、制度体系、金融市场、技术平台、产业、社会等多方面变革。[Research purpose]China strives to achieve carbon peaks by 2030 and carbon neutrality by 2060,which is a major strategic decision made by CPC after careful consideration,and related to the sustainable development of China.This article intends to explore how the government-driven systemic change started and what is the current development status based on media report data,so as to provide reference for exploring the carbon peak and carbon neutral development picture and summarizing the law and experience of government-driven social systemic change.[Research method]We select the website with news aggregation function,crawl the news data related to"carbon peak and carbon neutral"gathered by the website,and conduct theme extraction,theme analysis and content analysis.[Research conclusion]Related news have shown explosive growth in the past year,and several major themes such as carbon emissions,carbon trading,low carbon,and carbon sinks have attracted much attention.The government mainly uses top-level design and system innovation,organizational changes,important academic conferences and results release,and organization of pilot work to promote changes in many aspects including ideas,institutional systems,financial markets,technology platforms,industries,and society.
