摘　　要：[研究目的]对开放科学环境下的图情机构与智库协同创新模式及实现路径进行研究,有助于充分发挥图情机构职能和提高其创新服务水平,提升中国特色新型智库的决策力和影响力。[研究方法]梳理国内外图情机构与智库协同创新研究现状,剖析开放科学对图情机构与智库协同创新产生的影响,阐述开放科学环境下图情机构与智库协同创新的意义、价值、优势和协同点及不同层次协同行为表现,并对国内外图情机构与智库协同创新的应用案例进行分析。[研究结论]将开放科学环境下图情机构与智库协同创新模式划分为信息资源协同、研究项目协同和服务联盟协同三种类型,提出图情机构与智库协同创新要在思维观念、资源、组织机构和服务内容及方式等方面进行深度融合,最终实现价值共创。[Research purpose]The research on the collaborative innovation mode and implementation path of map information institutions and think tanks under the open scientific environment will help to give full play to the functions of map information institutions and improve their innovation service level,and enhance the decision-making power and influence of new think tanks with Chinese characteristics.[Research method]This paper combs the research status of collaborative innovation between graphic information institutions and think tanks at home and abroad,analyzes the impact of open science on collaborative innovation between graphic information institutions and think tanks,expounds the significance,value,advantages,synergy points and different levels of collaborative behavior of collaborative innovation between graphic information institutions and think tanks in the open science environment,and analyzes the application cases of collaborative innovation between graphic information institutions and think tanks at home and abroad.[Research conclusion]The collaborative innovation mode of information institutions and think tanks in the open scientific environment is divided into three types:information resource collaboration,research project collaboration and service alliance collaboration.It is proposed that the collaborative innovation of information institutions and think tanks should be deeply integrated in terms of thinking concept,resources,organization,service content and mode,and finally realize value co-creation.
