摘　　要：《关于推进矿产资源管理若干事项的意见(试行)》实施以来,在开放油气勘查开采市场、推进矿业权竞争性出让、调整探矿权期限、加大区块退出力度等方面对国有石油公司的生存发展产生了巨大的影响。在深入了解油气矿业权改革动向的基础上,深刻剖析国有石油公司面临的挑战,思考国有石油公司在矿业权评价、矿业权规划及管理制度等方面革新的方向,研究提出推进油气资源基地建设、加快油气新区块出让、提高油气矿业权人进入门槛、取消对外合作专营权等建议,以促进油气体制改革、助力国家能源安全。Since the implementation of the Opinions on Several Matters Concerning the Promotion of Mineral Resources Management(Trial), it has had a great impact on the survival and development of state-owned oil companies in terms of opening the oil and gas exploration and exploitation market, promoting the competitive transfer of mining rights, adjusting the term of exploration rights, and increasing the withdrawal of blocks. On the basis of thorough understanding of the reform trend of oil and gas mining rights, deeply analyze the challenges faced by state-owned oil companies, to consider the direction of innovation of state-owned oil companies in mining rights evaluation, mining rights plan and management system, study and put forward suggestions on promoting the construction of oil and gas resource bases, speeding up the transfer of new oil and gas blocks, increasing the entry threshold for oil and gas mining rights holders, and canceling the exclusive right of foreign cooperation, so as to promote the reform of the oil and gas system, and to help the country’s energy security.
