Research on the Protection of the Rights of Underage Readers in My Country from the Perspective of Policy Tools-Based on 65 Central-Level Policy Texts

摘  要:保障未成年读者权利是提升我国国民素质、推动社会文明程度显著提高的关键。为探讨当前我国未成年读者权利保障政策现状,从中央政府层面出台的相关政策中遴选65份政策文本,构建基本政策工具-未成年读者权利要素二维分析框架,采用Nvivo软件对政策文本进行分析。研究发现,目前我国保障未成年读者权利所使用的政策工具的使用频次呈现环境型、供给型和需求型依次递减的现象,各个政策工具之间及内部的组合搭配不均,对未成年读者不同权利的响应频次存在明显差异,制约对我国未成年读者权利的有效保护。建议加强顶层设计,注重未成年读者权利内容的均衡保障;优化未成年读者权利政策工具结构,强化政策工具的组合应用。Guaranteeing the rights of underage readers is the key to improving the quality of our nationals and promoting a significant improvement in the level of social civilization.In order to explore the current status of my country’s underage readers’ rights protection policies, 65 policy texts were selected from the relevant policies issued at the central government level, a two-dimensional analysis framework of “Basic Policy Tools-Elements of Minor Readers’ Rights” was constructed, and the Nvivo software was used to analyze the policy texts.It is found that the policy tools used to protect the rights of underage readers in China are decreasing in turn in terms of environment, supply and demand.The combination and collocation of various policy tools are uneven, and there are obvious differences in the frequency of response to different rights of minor readers.All these restrict the effective protection of the rights of minor readers in our country.It is recommended to strengthen the top-level design, pay attention to the balanced protection of the rights of minor readers, optimize the structure of policy tools for the rights of underage readers, and strengthen the combined application of policy tools.
