摘　　要：公共卫生突发事件期间医疗物资短缺、应急物资存量不足与仓储物资大量过剩等问题突出,公共卫生突发事件的应急物资管理问题成为了研究热点。在新形势下,需要建立现代化的应急物资管理体系,在充分识别应急物资特征的基础上,实现应对公共卫生突发事件的物资识别及科学分类。将辨识的19种应对公共卫生突发事件的主要应急物资作为研究对象,分别从市场供应能力、采购特征和仓储条件3个方面建立了公共卫生突发事件应急物资分类评价指标体系,通过电子交易平台、凤凰网和问卷调研等多渠道的数据开展了物资特征评估,基于K-均值聚类的分析方法将研究物资分为难仓储低流通、难仓储高流通、易仓储低流通和易仓储高流通4大类,并基于聚类结果提出了应急物资分类管理的建议。During public health emergencies, there are prominent problems such as shortage of medical supplies, insufficient stock of emergency supplies and large surplus of stored materials.Therefore, the management of emergency supplies in public health emergencies has become a research hotspot.Under the new situation, it is necessary to establish a modern emergency materials management system, and realize the identification and scientific classification of emergency materials in response to public health emergencies on the basis of fully recognizing the characteristics of emergency materials.19 kinds of deal with public health emergencies will identify the main emergency supplies as the research object, respectively from the market supply, procurement characteristics and storage conditions from three aspects, established the evaluation index system of public health emergencies emergency materials classification, through the electronic trading platform, phoenix and questionnaire investigation, such as multi-channel data in the material characteristics of assessment, Based on the analysis method of K-means clustering, the research materials are divided into four categories: difficult storage with low circulation, difficult storage with high circulation, easy storage with low circulation and easy storage with high circulation.Based on the clustering results, suggestions for classified management of emergency materials are put forward.
