摘 要:开展重点城镇群生态功能区生态保护重要性评估及指标的研究,对构建科学合理的城市生产、生活空间和生态空间,保障国家和区域生态安全具有十分重要的现实意义。随着人口大量向城镇聚集,建设用地规模快速扩张,生态空间破碎化加剧,使城镇生态空间维持和环境保护成为了城市发展面临的重要现实问题。在梳理生态保护重要性评估的理论成果基础上,结合重点城镇群生态功能区保护的需求,构建了由数据层-构念层-指标层-应用层组成的4层重点城镇群动态评估理论框架。并基于中国重点城镇群的共性特征,提出了包含5个维度的三级指标体系,共计36个测算指标。研究成果对《全国生态功能区划》在城镇群的实施和重点城镇群生态功能区保护政策的改进有重要的参考价值。It is of great practical significance to carry out research on the importance assessment and indicators of ecological protection in the ecological function zones of key urban agglomerations to construct scientific and reasonable urban production, living space and ecological space, and to ensure national and regional ecological security. As a large number of people gather in cities and towns, the scale of construction land expands rapidly, and the fragmentation of ecological space intensifies, making the maintenance of urban ecological space and environmental protection an important practical problem for urban development. Based on the theoretical results of the evaluation of the importance of ecological protection, this paper constructs an evaluation framework and index system for key urban agglomerations in combination with the protection needs of ecological function zones in key urban agglomerations.The theoretical framework of dynamic evaluation of key urban agglomerations is composed of four layers: data layer, construction layer, indicator layer and application layer. Based on the common characteristics of China’s key urban agglomerations, a three-level indicator system including 5 dimensions is proposed, with a total of 36 measurement indicators. The research results have important reference value for the implementation of National Ecological Function Zoning in urban agglomerations and the improvement of ecological function zone protection policies for key urban agglomerations.
