行政责任视角下交警执法规范化路径研究

摘　　要：现今,交警执勤执法工作持续加大,人民群众对公正规范、文明执法的要求逐步提高。文章以痕迹主义为背景、行政责任为视角,分析“的哥车内猝死被砧罚单”事件。行政执法应以实绩为导向,求真务实为工作作风,注重人民群众的满意度。相关部门可通过构建行政责任的监督机制,不断规范交警执法行为,提升其服务社会、服务民生的行政能力,进而实现政府的道德责任,构建负责的政府管理体系。Nowadays,the traffic police's law enforcement workload continues to increase,and people's demand for fair,standardized and civilized law enforcement are also increasing.Based on the background of trace doctrine and from the perspective of administrative responsibility,this article analyzes the incident in which the taxi driver died suddenly in the car but traffic police still placed the fine ticket.Administrative law enforcement should be performance-oriented,realistic and pragmatic,and should make people satisfied.In the daily work,government organizations should constantly standardize the traffic police law enforcement behaviors,improve their administrative ability to serve the society and the people,so as tofulfill the moral responsibility of the government and build a responsible government management system.
