摘　　要：我国军民融合正步入快速推进阶段,能否将有价值的“沉睡国防专利”市场化已成为影响军民融合深入发展的关键。目前,我国国防知识产权转化中存在一些观念、制度、渠道等方面的障碍,使得国防知识产权转化率远低于欧美等发达国家。从军民融合的视角出发,将国防知识产权市场化中遇到的主要障碍从国防军工企业、民企及政府等三个军民融合的主体进行归类整合。以便利用激励、引导、保障等类型政策工具进行分类治理、精准施策,并从融合主体入手提出逐个破解转化障碍的应对策略,以提升国防知识产权的转化效率、促进军民融合。As civil-military integration is developing rapidly in China,marketization of"sleeping national defense inellctual property"has become crucial to deep development of the integration.Some barriers in this process involves concepts,regulations,channels,etc.,leading to lower transformation rate of national defense intellecual properly than that in developed areas such as Europe and the USA.Based on main parties in civil-military integ ration,including military enterprises,civilian enterprises and the government,the research combs and c lassifies main obstacles in the marketization so that the government can apply incentive,security and guide policies for classified management as well as precise implementation.Solutions to these barriers are also proposed on the basis of three parties to raise the transformation efficiency of national defense intellectual property and promote civil-military integration.
