摘　　要：文章以解读“项目全程管理”基本内涵为出发点,找出突发传染病公共卫生事件管理与“项目全程管理”(PCM)方法之间的内在联系,结合湖北文理学院附属医院传染病管理在医联体中的最大化应用,以说明“项目全程管理”对提高和完善医院公共卫生项目管理水平、拓宽突发传染病的公共卫生相关项目管理理论在公共卫生关联项目范畴应用的现实意义。同时,为我国公共卫生体系建设提供一定的参考。Based on the interpretation of the basic connotation of"Project Cycle Management",this paper finds out the internal relationship between the management of public health emergencies of sudden infectious diseases and the method of"Project Cycle Management"(PCM),combined with the maximization of the application of infectious disease management in our hospital in the Medical Association,to illustrate the importance of"Project Cycle Management"in improving and perfecting the management level of hospital public health projects,expand the practical significance of the public health related project management theory of sudden infectious diseases in the application of the public health related project category,and provide some reference for the construction of public health system in China.
