论全球化本质与新型国际关系体系的建构——基于“政治马克思主义”的分析

摘　　要：“政治马克思主义”揭示了当代全球化的本质:全球化就是资本的国际化,是美利坚帝国的附属物,是资本的空间扩张;全球化不是经济一体化,不是新帝国主义国家提倡的所谓自由贸易,而是新帝国主义国家对全球经济进行操控的表现。资本主义改变了国家、主权的社会关系和国际关系,构建了民族国家(领土国家)的国际关系体系。现代国际关系的核心理念已经从传统的通过战争获得领土转变成为解决全球资本积累和扩张带来的危机而实行的多边政治管理和对世界经济的调控。现代国际关系体系也是在超越现存的、碎片化的领土国家的基础上形成的。民族国家在全球化中既承担着资本空间扩张的导流器作用,也承担资本监管和空间限制的作用,民族国家是国际关系体系中的基本构成单元。在雅尔塔体系崩溃后,国际关系体系走向了新的阶段,产生了新的问题,因此,建构新型国际关系体系要从以下四个方面进行:一是要立足民族国家开展建构新型国际关系体系的斗争;二是要从资本主义的内在关系(资本关系)中探寻建构新型国际关系体系的突破口;三是要以反对新帝国主义的全球霸权为抓手,建构新型国际关系体系;四是要以构建互利共赢的新型国际关系、推进人类命运共同体建设为目标。“Political Marxism”reveals the essence of contemporary globalization.They believe that globalization is the internationalization of capital,the appendage of the American Empire,and the spatial expansion of capital.Globalization is not economic integration,it is not the so called free trade advocated by the New Imperialism,but the manipulation of the global economy by the New Imperialism.Capitalism has changed the social relations and international system of state and sovereignty,and constructed the international system of nation-state(territorial state).The core philosophy of modern international relations has shifted from the traditional acquisition of territory through war to multilateral political governance and regulation of the world economy in response to the crisis of global capital accumulation and expansion.Modern international relations are also formed on the basis of transcending the existing fragmented territorial states.In the process of globalization,nation-states play not only the role of expanding base or guide of capital space,but also the role of capital supervision and space restriction.After the collapse of the Yalta System,international relations entered a new stage and new problems arose,the reconstruction of the modern international relations system should be carried out from four aspects:First,the reconstruction of the modern international relations system should be carried out based on the nation-state;The second is to seek the breakthrough of reconstructing the modern international relations system from the inherent relations of capitalism,Third,we should rebuild the modern system of international relations in the light of opposing the global hegemony of the New Imperialism.Fourth,we should aim at building a new type of international relations featuring mutual benefit and win-win progress in building a community of shared future for mankind,to realize the reconstruction of modern international relations system.
