摘　　要：第三方检验检测实验室是国家质量基础设施的重要组成部分,是开展检验检测工作的重要场所,建立一套科学实用的HSE管理体系是确保其可持续健康发展的重要保障。针对国内第三方检验检测实验室HSE管理存在的问题,结合“中国检验认证集团广西有限公司”实验室HSE管理体系建设和实践经验,分别从组织架构、风险评估、文件编写、全员培训等4个方面深入研究了第三方检验检测实验室HSE管理体系的建设;从领导重视、人员管理、环境和设施管理、化学品管理等九个方面,探讨了在HSE体系建设实践过程中注意的关键,为第三方检验检测实验室管理提供一种可借鉴的途径。The inspection and testing organization laboratory is an important part of the national quality infrastructure,it is also an important place for inspection and testing work.HSE management system is an important guarantee for the sustainable and healthy development of laboratories.In view of the problems in the laboratory management of the domestic inspection and testing industry,combined with the construction and practical experience of the laboratory HSE management system of “China Certification & Inspection Group Guangxi Co.Ltd.,” the construction of the EHS management system of inspection and testing laboratories was deeply studied from fouraspects:organizational structure,risk assessment,document preparation,staff training.Focused on leadership construction,personnel management,environment and facilities management,chemical management etc.nine aspects were discussed.It provides a reference way for the management of inspection and testing laboratory.
