摘　　要：宁夏回族自治区第十三次党代会报告把实施依法治区战略作为“五大战略”之一,并作出宏观部署和具体安排。实施依法治区战略,是基于对习近平法治思想核心要义的科学把握、对全面依法治国基本方略的深刻领悟、对法治认识论和方法论的敏锐洞察和对战略思维的准确运用。同时,实施依法治区战略是全面建设社会主义现代化美丽新宁夏的重要保障,是有效解决改革发展稳定中各种矛盾的最佳选择,是安善应对法治宁夏建设中存在问题的有效路径,是纵深推进宁夏法治建设的全面升级。这一重大战略,事关宁夏经济社会各项事业发展,事关宁夏回族自治区第十三次党代会确定的各项目标任务的顺利实现,必须统筹兼顾,措施得力,为全面建设社会主义现代化美丽新宁夏夯实法治基础。The report of the 13th Party Congress of Ningxia Hui Autonomous Region regards the implementation of the strategy of law-based governance of Ningxia as one of the“Five Major Strategies”,and makes macro deployments and specific arangements.The implementation of the strategy of law-based governance of Ningxia is based on the scientific graspt of the core spirit of Xi Jinping's Thought on the Rule of Law,keen insight into the epistemology and methodology of the rule of law,and accurate use of the strategic thinking.At the same time,the implementation of the law-based governance strategy is an important guarantee for the comprehensive construction of a modern and beautiful new socialist Ningxia,the best choice to effectively solve the various contradictions among the various tasks in its reform,development and stability,the practical path to properly deal with the existing problems in the building of the law-based governance of Ningxia,and the all-round upgrade to further promoting the building of the rule of law for government in Ningxia.This major strategy concerns the development of Ningxia's economic and social undertakings and the early accomplishment of the goals and tasks set at the 13th Party Congress of the Ningxia Hui Autonomous Region.We must take a holistic approach and take effective measures to lay a solid legal foundation for comprehensively building a modern,beautiful and new socialist Ningxia.
