泰国差异性身份证制度及其少数民族政策分析

摘　　要：泰国是以泰族为主体的多民族国家。目前泰国境内有包括17类移民在内的61个少数民族。泰国政府根据不同的移民分类对其身份证号码和身份证颜色进行标识,以对泰国境内的移民进行区分管理。2006年泰国取消了身份证差异性颜色标识,但17类移民的身份证编码依然沿用至今。泰国移民身份证制度的变化反映出泰国对移民管理的态度和政策变化。该论文从泰国身份证管理角度溯源各移民与土著少数民族在泰国的生活状态,并对泰国政府在身份证管理变化过程中处理少数民族的相关问题进行了探析。Thailand is a multi-ethnic country with Thai as the main body.At present,there are 61 ethnic minorities in Thailand including 17 categories of immigrants.The Thai government marks the id card number and id card color according to different categories of immigrants,so as to distinguish the management of immigrants in Thailand.2006 Thailand cancelled the identity card differential color identification,but 17 categories of immigration id card code is still used today.The change of immigration identity card system in Thailand reflects the change of attitude and policy towards immigration management in Thailand.From the perspective of identity card management in Thailand,this paper traces the living conditions of immigrant and original ethnic minorities in Thailand,and analyzes the related problems of how the Thai government deals with ethnic minorities in the process of identity card management change.
