摘　　要：在中国共产党领导下,作为西部大开发战略配套工程的“兴边富民行动”经过重点突破阶段和整体推进阶段20多年的建设,成果丰硕,实现了“兴边、富民、强国、睦邻”的既定目标,推动了边境和边疆地区经济社会的繁荣发展,取得了一系列宝贵经验。恰逢中国共产党建党100周年,对中国共产党“兴边富民行动”重大举措进行研究,具有重要而特殊的意义。Under the leadership of the Communist Party of China,during the stages of“key breakthrough”and“Integrated propulsion”,after more than twenty years’construction on“The Program to Develop Border Areas and Improve the Lives of the People There”which is regarded as the accessory project of the“Development of the West Regions”,fruitful results have been acquired,the established objectives“developing border areas,improving the lives of the people living on border areas,strengthening the nation,living in concord with neighboring states”have been realized,the social progress and economic prosperity of border areas have been driven,a series of valuable experience?has been obtained.It’s the 100th anniversary of the founding of the Communist Party of China,there is important and special significance to research the important measure about“The Program to Develop Border Areas and Improve the Lives of the People There”taken by The Communist Party of China.
