摘　　要：从实践来看,法院运行高度依赖会议,法院系统也存在名目繁多的各种会议。全国高级法院院长会议就是其中重要一种,它源于全国法院工作会议与全国高级人民法院和军事法院院长会议,并在后续发展中逐渐规范化。通过全国高级法院院长会议所承载的功能,最高人民法院将宏观、整体的司法治理目标与下级法院的日常运作勾连起来。全国高级法院院长会议在运行中显现出一系列逻辑困境,其中也存在明显的短板,它们一并构成了全国高级法院院长会议长效发展的障碍。在可预见的未来,全国高级法院院长会议将继续存在于法院体系的运行与管理中,我们需要探寻克服其内在弊害的恰当策略,不断提升会议绩效。From a practical point of view,the operation of China’ s courts is highly dependent on meetings,and in fact there are various meetings in the court system.National Meeting of the Presidents of High People’ s Courts is an important one.It originated from National Court Work Meeting,National Meeting of the Presidents of High People’ s Courts and National Meeting of the Presidents of Military Courts,which has been gradually standardized in the subsequent development.Through the functions carried by National Meeting of the Presidents of High People’s Courts,the Supreme People’s Court links the macro and overall judicial governance goals with daily judicial operation of lower-level courts.There are a series of logical dilemmas,and obvious shortcomings in the operation of National Meeting of the Presidents of High People’s Courts,which together constitute an obstacle to the long-term development with positive effects.In the foreseeable future,National Meeting of the Presidents of High People’s Courts will continue to exist in the operation and management of China’s court system.We need to explore suitable strategies to overcome its inherent disadvantages to continuously improve the performance of the meeting.
