基于电子支付方式的中国消费统计制度改革探索

摘　　要：新型电子支付方式已成为消费市场的主要交易结算手段,深刻影响着经济社会的诸多领域,与此同时,电子支付方式也对消费统计产生了直接影响,对此展开研究具有较强的针对性和现实意义。本文首先分析电子支付方式对消费统计的影响,以及评析现行官方消费统计的不足之处;进而指出电子支付方式在消费统计范围、消费统计分类、消费统计方法和消费数据发布等方面给消费统计工作带来的挑战和机遇;再者运用电子支付体系链接消费端和供给端,构建包含住户、企业和政府部门大消费者统计主体的中国消费统计流程图,并指出在此基础上须细化统计分类,扩充统计范围和提高统计频度,采用大数据统计方法建立多维度消费统计结果;最后针对电子支付方式下的消费统计工作提出了相关建议。The new electronic payment method has become the main transaction settlement method in the consumer market,profoundly affecting many fields of the economy and society.At the same time,the electronic payment method has also had a direct impact on consumption statistics.realistic meaning.This paper firstly analyzes the influence of electronic payment methods on consumption statistics,and evaluates the inadequacies of the current official consumption statistics;then,it points out that electronic payment methods contribute to consumption in terms of consumption statistics scope,consumption statistics classification,consumption statistics methods and consumption data release.The challenges and opportunities brought by statistical work;in addition,the electronic payment system is used to link the consumer end and the supply end,and a flow chart of China’s consumption statistics including households,enterprises and government departments is the main consumer statistics subject,and it is pointed out that on this basis,it is necessary to Refine statistical classification,expand statistical scope and increase statistical frequency,and use big data statistical methods to establish multi-dimensional consumption statistical results;finally,relevant suggestions are put forward for consumption statistical work under electronic payment methods.
